Summary

According to the notice on Dec. 26, 2007, in order to avoid rashes and other skin diseases caused by the incorrect use of hair dye products, decoloring agent and destaining agent, manufacturers and sellers are required to make“Instruction for use” based on the guidance of this document. Besides, the instruction shall be attached to the product.

This Instructions came into force upon issuance on Dec. 26, 2007, and a 15-mounth grace period were given.

Note:

  • Decoloring Agent ("脱色剤" in Japanese): refers to the product that decomposes the melanin pigment in the hair to lighten the color of the hair, such as hair bleach, hair lightener.

  • Destaining Agent ("脱染剤" in Japanese): refers to the product that decolorizes dye and melanin from dyed hair, such as hair bleach.
