On June 28, 2021, Japan MHLW unveiled an amendment for the Instructions for Using Hair Dye, Decoloring Agent, and Destaining Agent. According to the MHLW investigation, decoloring agent and destaining agent containing persulfate will cause immediate‐type allergy. Therefore, in the amendment, the use instructions for decoloring agent and destaining agent were divided into two parts based on whether they contain persulfate.
The amendment has come into force since its publication on June 28, 2021. A 1.5-year grace period which will end on Dec. 31, 2022 was granted for stakeholders to prepare for enforcement of the new requirements.
Decoloring Agent ("脱色剤" in Japanese): refers to the product that decomposes the melanin pigment in the hair to lighten the color of the hair, such as hair bleach, hair lightener.
Destaining Agent ("脱染剤" in Japanese): refers to the product that decolorizes dye and melanin from dyed hair, such as hair bleach.
