On November 8, 2021, China NMPA issued an announcement, answering frequently asked questions about the cosmetics manufacture and operation. 

1. Is it allowed for the person in charge of quality and safety to serve concurrently for different cosmetic registrants/notifiers and entrusted production enterprises?

2. Is it allowed for the person in charge of quality and safety to authorize another person to fulfil his duties on behalf of him?

3. How to correctly interpret "the labeling process shall be conducted by the enterprise that completes the last production process of contacting cosmetic contents"? 

4. Who are the personnel directly engaged in cosmetic production activities? What are the diseases against the quality and safety of cosmetics as prescribed by the health authority of the State Council?

5. Is it required for cosmetic operators to establish and implement the product sales recording system? 

6. Is it allowed for beauty and hairdressing institutions, hotels, etc. to prepare or fill cosmetics?
