On August 28, 2023, China National Medical Products Administration (NMPA) announced significant amendments to the Safety and Technical Standards for Cosmetics (2015 Edition) (STSC). The key updates include the addition of a new prohibited ingredient, the clarification of benzene limit in cosmetics, the revision of 5 testing methods, and the introduction of 14 additional testing methods. Notably, except that the revised methods are scheduled to come into force on March 1, 2024, all other new contents will take immediate effect upon release.
The new testing method “CI 10020 and Other 10 Kinds of Components” specifies the determination of the content of 11 raw materials, including CI 10020, in hair dye cosmetics using high-performance liquid chromatography (HPLC), and is applicable to the determination of the content of 11 raw materials, including CI 10020, in cream emulsion cosmetics (excluding color precipitates).
The 11 raw materials referred to in this method include CI 10020 (Acid Green 1), CI 14270 (Acid Orange 6), CI 14700 (Food Red 1), CI 16185 (Food Red 9), CI 42045 (Acid Blue 1), CI 42051 (Food Blue 5), CI 42053 (Food Green 3), CI 45350 (Acid Yellow 73), CI 45380 (Acid Red 87), CI 45430 (Food Red 14), CI 59040 (Solvent Green 7).
