The regulation, effective on January 1, 2023, establishes an Alternatives Analysis Threshold for toluene in nail products of 100 ppm.
On July 26, 2023, the Office of Administrative Law endorsed DTSC's amendment designating Nail Products Containing Toluene as a Priority Product. This amendment, initiated by DTSC on January 20, 2023, outlines the manufacturer's obligations to ensure that toluene concentration in their Priority Products does not surpass the Alternatives Analysis Threshold of 100 ppm. Effective since July 26, 2023, all submissions of Alternative Analysis Threshold Notifications post this date must adhere to the method performance criteria.
