The Association of Southeast Asian Nations (ASEAN) is a regional intergovernmental organization comprising 11 Southeast Asian countries: Brunei Darussalam, Cambodia, Indonesia, Malaysia, Myanmar, Lao PDR, the Philippines, Singapore, Thailand, Vietnam, and Timor-Leste. To enhance cooperation on cosmetic product safety and quality, as well as to facilitate free trade within the region, the ASEAN Ministers signed the Agreement on the ASEAN Harmonized Cosmetic Regulatory Scheme (AHCRS), which includes the ASEAN Cosmetic Directive (ACD), during the 35th ASEAN Economic Ministers Meeting on September 2, 2003. This agreement mandates that all cosmetic products marketed within the ASEAN Member States comply with AHCRS requirements as of January 1, 2008, thus creating a unified regulatory framework.
The presentation will provide a detailed overview of the ASEAN cosmetic regulations, with a focus on the ASEAN Cosmetic Directive and its key provisions. It will also offer insights into the safety requirements for cosmetic products under the ASEAN regulatory framework. Additionally, recent developments from the 39th ASEAN Cosmetic Scientific Body (ACSB) meetings will be highlighted, showcasing ASEAN's progress towards a more risk-based assessment of cosmetic safety. The presentation will further explore the ongoing challenges in regulatory harmonization across ASEAN member states, offering real-world examples of both successes and areas where further alignment is needed.
