Since the implementation of the Cosmetic Supervision and Administration Regulation (CSAR) in 2021, the China National Medical Product Administration (NMPA) has adopted a classified management approach for new cosmetic ingredients (NCIs) based on their risk levels. High-risk NCIs require registration, while low/medium-risk NCIs can be "notified" through online dossier submissions, simplifying market entry.
Over the past years, interest in NCI notification has surged, with 181 notifications published in the NMPA system from June 2021 to August 2024. What are the characteristics of the notified NCIs? What challenges do enterprises face during the application process? What regulatory updates have emerged?
