EU Announces the Second Revision of Guidance on the Safety Assessment of Nanomaterials in Cosmetics

On June 26, 2023, EU Scientific Committee on Consumer Safety (SCCS) released the updated Guidance on the Safety Assessment of Nanomaterials in Cosmetics (Guidance). The main amendments adopted by the updated Guidance include the new overarching definition of nanomaterials, the key attributes that trigger safety concerns over nanomaterials, and important physicochemical parameters of nanomaterials’ safety assessments.

EU Adopts the 12th Revision of The SCCS Notes of Guidance for the Testing of Cosmetic Ingredients and Their Safety Evaluation

On May 16, 2023, EU SCCS released the 12th Revision of The SCCS Notes of Guidance for the Testing of Cosmetic Ingredients and Their Safety Evaluation. Compared to its predecessor, the newly released Notes of Guidance provides updates on animal-free alternative testing methods, emphasizes aggregate exposure and children's exposure in specific ingredients' assessments, and gives instructions on assessing children's exposure to cosmetics.

Cosmetics Regulation Focus: What Are the Impacts of the EU Chemicals Strategy for Sustainability?

On October 14, 2020, the European Commission published the Chemicals Strategy for Sustainability to achieve the ambitious environmental convention of the European Green Deal, which has significant impact on the Cosmetics Regulation. In line with the strategy’s objectives, the Cosmetics Regulation is likely to place bans on new hazard categories, extend the “Generic Approach to Risk Management”, improve the efficiency and coherence of safety assessments, take into consideration of chemicals’ combined effects in the risk assessment, consolidate the management of specific substances, and include digital labelling as a feasible labelling option.
