Korea Takes First Step Towards Ending Cosmetics Animal Testing

On March 11 2015, the revision of Korea’s cosmetic act was proposed by congresswoman Jung-Lim Moon at the National Assembly with the goal of ending animal testing of cosmetics. The announcement marks a milestone in Korea’s journey towards ending animal testing of cosmetics. The draft bill has already received support from 22 Assembly members and will be discussed at the upcoming Assembly session in April. If successful the bill will come into effect two years after its announcement.

Since the beginning of the scheme implementation of cross-border e-commerce in China has been gradually scaled up from specifically catering to small niche markets to fully encompassing mainstream markets. Two events marked this transition, one was the entry of e-commerce giants such as Alibaba and Amazon and the other was the large amount of finance available to cross boarder ecommerce startups.

China National Standard: Determination Methods of Three Prohibited Cosmetic Ingredients

National standard “GB/T 30942-2014 Determination of 2-methoxyethanol, 2-ethoxyethanol and 2-(2-methoxyethoxy) ethanol in cosmetics”, formulated by Fujian Institute of Quality Inspection and Technical Research entered into force recently. The standard specifies the determination methods of the three ingredients in cream, lotion and liquid products. According to the standard, the detection limit of these ingredients is 15mg/kg and the limit of quantitation is 50mg/kg.

Taiwan to Revise Outdated Cosmetic Hygiene Standard

New Draft of China Cosmetic Safety Standard

Data compiled on January 21st, 2015 revealed that the number of the enterprises granted a cosmetics production license certificate was 3880, and the number of individual licensed cosmetic products was 275,127. With the rapid development of China's cosmetics industry the current cosmetics safety standard "Hygienic Standard for Cosmetics 2007" (hereinafter "the Standard 2007") lacks the specific provisions to adequately regulate China's industry evidenced by the large number of cosmetic related adverse events reported by the CFDA since it took over regulatory responsibility from the MoH. In an effort to remedy this situation the National Institutes for Food and Drug Control (NIFDC), commissioned by CFDA, revised the Standard, and published the "Safety Technical Standard for Cosmetics (draft)" for comments on February 3, 2015 for public consultation...

Philippines Cracks Down on Lead of Violative Levels in Cosmetics

Recently, Philippines Regional Field Office-National Capital Region (RFO-NCR) tested all unnotified cosmetic products for the mercury, lead and arsenic as part of the post marketing surveillance. 4 cosmetic products were detected with high levels of lead content beyond 20 ppm limit. This acceptable limit is set by the ASEAN Cosmetic Directives (ACD) that all cosmetic products in Philippines shall comply with.

Malaysia Bans 3 Cosmetic Products Containing Hydroquinone and Mercury

Three cosmetic products were found to contain the scheduled poison hydroquinone and heavy metal mercury by Malaysia National Pharmaceutical Control Bureau (NPCB) and are no longer allowed to be sold in Malaysia.

Taiwan Encourages the Use of Alternatives for Safety Tests

"Taiwan Ministry of Health and Welfare" has announced it will adjust the requirements for technical documents necessary for review of new compounds contained in medicated cosmetics. The motivation for this adjustment is to reduce the need for animal testing and work towards a cruelty free cosmetic regulatory framework. MOHW is attempting to align itself with the numerous scientifically substantiated viable alternatives to animal testing published by both the OECD and EU. This adjustment also meets the needs for global harmonization within the cosmetics industry and most importantly complies with article 15 of Taiwan Animal Protection Act, which is “Stakeholders should endeavor to avoid using live animals for scientific tests. If unavoidable, a reduction in the use of live animals is better; moreover, such tests must minimize animal suffering and pain”. In the announcement MOHW also encourages companies to prioritize the use of alternatives for safety tests.

China Drafts Cosmetic Technical Safety Standard

In an effort to develop regulatory protocols and standards which match the technical and supervisory capacity of the cosmetic industry, the CFDA is revising the 2007 Hygienic Standard for Cosmetics. To date the most significant progress made in amending this standard was the release of the revised body of the 2007 Hygienic Standard (renamed Technical Safety Standard for Cosmetics) in 30 Nov 2012. Since January 2014 the CFDA has coordinated with the National Institutes for Food and Drug Control (NIFDC) in a further revision of this draft. Following over a year of detailed revision work, the NIFDC is now soliciting opinions from the public on the new draft of the Technical Safety Standard for Cosmetics. The period for public consultation will end on February 28 2015.
