China Introduces Enforcement Rules for New Cosmetic Consumption Tax Scheme

China Reduces Cosmetic Consumption Tax to 15%

On Sep 30, China Ministry of Finance and State Administration of Taxation announced that from Oct 1 2016 the consumption tax for cosmetics will be reduced to 15% from 30%.

Guangdong Launches Crossborder Ecommerce Traceability System

Recently Guangdong province launched a CBEC traceability system which streamlined with the current e-port platform*. Every commodity on the platform is issued an individual QR code. Consumers can scan the QR code and find 21 categories of information such as origin, manufacturer, filing number, CBEC company name and logistics information.

China Cosmetics Market Entry Walkthrough: CIQ Inspections and Custom Clearance

After getting approval from CFDA, companies can begin to export cosmetics to China. Before goods reach their destination port and undergo inspection by Chinese Customs, they shall appoint an agent in China to file a record with the provincial Inspection and Quarantine Bureau (CIQ) at the destination port, submitting the certificate/license granted by CFDA simultaneously. When goods arrive, activities such as on-site examination of labels and packaging, sampling inspection and testing will be conducted by CIQ. Qualified products will obtain a CIQ certificate. Australia to Ban Sale of Imported Animal Tested Cosmetics

The Federal Government pledged to phase out the cosmetics cruelty. From July next year the testing of cosmetic ingredients on animals in Australia and the sale of cosmetic products and ingredients that have been tested on animals outside of Australia will be banned.

Explained below are two possible solutions for foreign cosmetics entering China after repackaging-ban. Recently, our sources have reliably informed us that some local FDAs have outlined that repackaging of cosmetics will be banned after licensing consolidation. China to Assess New Supervision Model during CBEC Transition Period

China will assess new supervision models for CBEC but would not forgo registration or filing requirements for products under the pre-market approval system. Within two months, China has made a series of abrupt changes on importing requirements for CBEC commodities, including bringing them under the tax system for general goods, formulating a “positive list”, requiring products such as cosmetic, infant formula, health food, medical foods, etc. to be registered prior to import and requiring part of products listed in the positive list to have the “Customs Clearance of Entry Commodity” (CCEC). China Officially Grants One-year Grace Period for CBEC

On 25 May 2016, China GAC released a notice specifying new supervision requirements for CBEC retail imports. Under the new announcement CBEC stakeholders have been given a “green light” until 11 May 2017 for their products. Within the buffer period it will be business as usual except for the implementation of the new tax policy and positive list. Import procedures will remain the same as before which forgo complicated application documents for CIQ inspection, Chinese labels, pre-market approval documents, etc.
