Takehome: The major reason for cosmetics being rejected by Chinese Customs authorities during customs and quarantine inspection at Chinese ports in October was unqualified labeling.

According to data on non-compliant cosmetics from China GAC, a total of 3 batches of cosmetics from 2 countries were rejected in October 2018. Among these, handmade soaps accounted for the majority of rejections. Reasons for rejections include unqualified labeling and detection of the prohibited ingredient aminocaproic acid.

Aminocaproic acid (CAS No. 60-32-2) is a pharmaceutical agent used to stop bleeding. As per GB 22115—2008 General requirements on raw materials of toothpastes, it is prohibited to be used in toothpastes.

The table below details the information of rejected cosmetics:

Rejection Time Number of Batches Product Category Main Countries/Regions of Origin Reasons for Non-compliance

2 Handmade soap USA Unqualified labeling
Note: All the non-compliant cosmetic products have been either returned or destroyed at the port.
