EU Safety Gate Alerts 411 Batches of Non-compliant Cosmetics in 2023 H1, with 93.3% Containing Prohibited Ingredients

From January to June 2023, EU Safety Gate circulated 411 alerts on non-compliant cosmetics. Most non-compliant cosmetics were notified by Italy, Romania and Sweden. In terms of product category, perfume tops the list of non-compliant cosmetics, followed by deodorant, face and body cream, hairstyling product, as well as bath and shower soap. The main non-compliance reasons for the notified cosmetics include detection of prohibited ingredient, failing to meet the use condition, and unqualified labelling.

On October 14, 2020, the European Commission published the Chemicals Strategy for Sustainability to achieve the ambitious environmental convention of the European Green Deal, which has significant impact on the Cosmetics Regulation. In line with the strategy’s objectives, the Cosmetics Regulation is likely to place bans on new hazard categories, extend the “Generic Approach to Risk Management”, improve the efficiency and coherence of safety assessments, take into consideration of chemicals’ combined effects in the risk assessment, consolidate the management of specific substances, and include digital labelling as a feasible labelling option.
