According to “China Food and Drug Administration (CFDA)  No. 10-Notice about adjusting cosmetic registration record management and related matters” Article 7, if risk assessment can fully demonstrate the safety of a domestic product, toxicological testing can be exempted.
Before June 30th 2014, animal testing of finished cosmetic product was a mandatory regulatory obligation for China cosmetic registration. China’s new cosmetics policy allows alternative methods to establish the safety of domestic cosmetics. This new policy opens the door for companies that adhere to animal testing free policies.
At present, there are no specific guidelines on safety assessment of cosmetic products in China. With many years of experience in global cosmetic regulatory compliance and chemical safety assessment under multiple chemical regulatory frameworks (e.g. EU REACH and China REACH), REACH24h has already established its own cosmetic safety assessment procedures and has successfully helped clients complete registration of cosmetic products using safety assessment. Cindy Xie has been working in toxicological related fields for over 3 years at REACH24h and has been a core member of the cosmetics team since its inception. Cindy Xie began work on EU REACH and then China New Chemical Substance Notification and has a comprehensive understanding of chemical regulation management. Completion of numerous chemical safety reports has consolidated her position as an expert specialized in safety assessment. She is a certified Safety Assessor of Cosmetics in the EU from the “Vrije Universiteit Brussel” (Belgium) and is now the responsible person for safety assessment of cosmetics under China Cosmetic Regulation at REACH24h.
