This Inventory was issued by China Food and Drug Administration in 2015, which includes all ingredients that have been used in cosmetic products produced and sold in China. CFDA does not conduct safety evaluation on ingredients included in this Inventory. When using ingredients listed in this Inventory, cosmetic manufacturers should comply with requirements in the relevent regulations and standards and conduct safety risk assessment on ingredients, who should also be responsible for the quality and safety of products.

At the end of 2015, CFDA (now NMPA) finally announced that Safety and Technical Standards for Cosmetics 2015 has been reviewed and passed by Cosmetic Standards Expert Committee. Safety and Technical Standards for Cosmetics 2015 has been taken into implementation since December 1st, 2016.The main revisions of the new Cosmetic Safety and Technical Standard are:Making clear explanations of certain terms;Detailing cosmetic safety technical universal requirements:The limit of lead is adjusted from 40mg/kg to 10mg/kg. The limit of arsenic is adjusted from 10mg/kg to 2mg/kg. The limit of cadmium is newly set as 5mg/kg. The limit of dioxane is 30mg/kg. Catalogue of Standard Chinese Name of International Cosmetic Ingredient (INCI Chinese version 2010)

To strengthen the supervision and management to cosmetic ingredients and further standardize the Chinese names of cosmetic ingredients, the CFDA recently issued the Catalogue of Standard Chinese Name of International Cosmetic Ingredient (2010), namely INCI Chinese version. The Catalogue was completed on the basis of the Catalogue of Standard Chinese Name of International Cosmetic Ingredient (2007 Edition) issued by the Ministry of Health and the translation to the International Cosmetic Ingredient Dictionary and Handbook Twelfth Edition (2008) published in 2008 by Cosmetic, Toiletry and Fragrance Association (CTFA) of the US, namely Personal Care Products Council (PCPC) now. In the Catalogue, there are 15649 ingredients sorted in alphabetical order according to the English names in INCI, the corresponding translated Chinese names and CAS numbers. It should be noted that the Catalogue is very different from the Inventory of Existing Cosmetic Ingredient in China (IECIC), because CFDA just translated INCI rather than conducted safety assessment on all ingredients listed in it, so that not all cosmetic ingredients included in the Catalogue can be directly used to make cosmetics in China.

Guidelines for the Risk Assessment of Cosmetic Raw Materials

A Commission from the Ministry of Health of the People's Republic of China to produce 'Guidelines for Risk Assessment of Cosmetic Raw Materials (draft)' was undertaken by the Chinese Center for Disease Control and Prevention (CDC) in 2008. After compilation of the Guidelines, the CDC allowed consultation until 30th April, 2011. Now the draft version of the Guidelines has been released and has been translated by REACH24H.Released in Mandarin Chinese, there are a total of 5 chapters, including the scope, terms and definitions, data required for risk assessment, risk assessment procedure of cosmetic raw materials and risk assessment report of cosmetic raw materials. The Guideline stipulates the China cosmetic raw material risk assessment terms, general principles, technology and requirements. The Guideline also applies to China cosmetic raw materials and finished cosmetics products that create impurities during progress by raw material or in the production process.
