Updates:

On August 29, 2022, the Ministry of Food and Drug Safety released the New Regulations on Risk Assessment of Human Applied Products, replacing this regulation. However, the new version is applicable to the risk assessment of food products only. 

Interim measures are brought out for cosmetics as the new regulation excludes the risk assessments for cosmetics. For the cosmetic risk assessment, enterprises can refer to this old version of Regulations on Risk Assessment, etc. of Human Applied Products published on January 22, 2020, until new regulation for cosmetic risk assessment is established. 

This regulation is applicable to the risk assessment of cosmetics in Cosmetic Act, food, food additives, container and packaging in Food Sanitation Act, livestock in Livestock Products Sanitary Control Act, and agricultural products in Agricultural and Fishery Products Quality Control Act. This regulation includes the principle and terminology, risk assessment of food, risk assessment of cosmetics, and interior entrustment of rights, etc.
