CSAR (Cosmetic Supervision and Administration Regulation) is the highly anticipated future overarching regulation in China. The final version was released by China State Council on June 29, 2020 and will be implemented on January 1, 2021. It will replace the existing Cosmetics Hygiene Supervision Regulation which was released in 1989.
Cosmetic ingredients will be regulated based on risks. Ingredients with high risk such as new preservatives, sunscreens, colorants, hair dyes, whitening agents shall register with the NMPA and obtain approval, while ingredients with low risk will only require notification.
CSAR subordinate regulation released a signal that imported non-special use cosmetics will be likely to be exempt from mandatory animal testing. The 2 premises for animal testing exemption are GMP certification and safety risk assessment results.
Cosmetic efficacy claims shall have sufficient scientific evidence to back them up and shall be exposed to the public on NMPA’s website for social supervision. Cosmetic registrants or filers shall be responsible for the compliance of efficacy claims.
Cosmetic registrants and notifiers shall conduct cosmetic safety assessments on their own or entrust professional institutions prior to registration and notification.
