The Standards applies to external preparations for hair intended for hair dyeing, hair dye removal, and hair bleaching, excluding those for bleaching of unwanted hair on arms and legs and those for direct hair dyeing by simple physical means (categorized as cosmetics). Hair dye products whose manufacturing and marketing approval are applied after July 1, 2021, shall comply with this Standards.
