On May 13, 2025, EU published Commission Regulation (EU) 2025/877 in its Official Journal, finalizing amendments to the prohibited and restricted ingredient lists of Regulation (EC) No 1223/2009 (Cosmetics Regulation). These changes, initially notified to the WTO in June 2024, reflect new classifications of CMR substances (those identified as carcinogenic, mutagenic, or toxic for reproduction) under Commission Delegated Regulation (EU) 2024/197. While the regulation came into force on June 2, 2025, the updated ingredient requirements shall apply from September 1, 2025.
