Official The Cosmetic Products Regulation (EC) No 1223/2009 (Restriction of Chemical Substances) (Amendment and Transitional Provisions) Regulations 2026
Summary

This regulation amends the UK's retained Regulation (EC) No 1223/2009 (the Cosmetics Regulation). It prohibits the use of the UV filter 4-methylbenzylidene camphor and 16 substances classified as carcinogenic, mutagenic, or toxic for reproduction (CMR), and lowers the concentration threshold for the on-pack warning for formaldehyde-releasing preservatives. It also establishes transitional periods for products non-compliant with these new rules to be withdrawn from the market.
