In Indonesia, cosmetic manufacturers are divided into Class A (which is permitted to manufacture all kinds of cosmetics) and Class B (which is allowed to manufacture only certain kinds of cosmetics). Because Class B manufacturers can't meet the high sanitary and safety demand as Class A type does, in order to protecting people from the insecurity, inexpediency and lack of quality, then the Class B manufacturers have to apply for the Sanitary Hygiene Documentation.

This Guideline stipulates the personnel hygiene, factory and equipment hygiene, ingredients, documents, quality control, labeling requirements, etc. that must be met by enterprises Type B production enterprises.
