To protect the community from circulated cosmetics that do not meet safety, efficacy and quality requirements, ensure cosmetics fulfill safety and quality requirements, cosmetics need to be tested by using appropriate analytical methods.

The scope of the methods stipulated in this regulation covers:

1. testing of microbial contamination
2. testing of heavy metal
3. testing of some ingredients which are prohibited for use in cosmetics
4. testing of some preservatives allowed for use in cosmetics
