The standards shall apply to external preparations for hair (except leg/arm hair and eyebrow/eyelash) intended to be used for “creating and preserving waves in the hair” or “straightening the frizzy, curly or wavy hairs, and preserving that condition." Japan regards this kind of external preparation as "permanent wave agents." Notably, it applies to products whose manufacturing and marketing approval are applied after April 1, 2015.
