This Decree provides for conditions for manufacturers of semi-finished cosmetic products, manufacturers of finished cosmetic products and cosmetic packaging establishments (hereinafter referred to as cosmetic manufacturers), and procedures for issuance, re-issuance, amendment and revocation of Certificates of eligibility for cosmetic manufacturing.
