Requirements for the Application Dossiers of Administrative Licensing for Cosmetics is a supplementary document for the Requirements for Application and Acceptance of Administrative Licensing for Cosmetics, which sets out general and specific data requirements for the administrative license application of domestic and imported special cosmetics, imported non-special cosmetics and new raw materials. In addition, it also lists detailed data for the extension, reissue, and modification which can be sub-divided into the modification of the product name, company name and address, actual manufactures, the category of special cosmetics and so on.

Furthermore, applying units need to submit extra data when the following several special circumstances occur: 1) products are made by means of commissioned manufacture; 2) the actual production enterprise and the applying unit belong to the same group corporation; 3) multi actual production enterprises simultaneously apply for the same products.

Besides, it sets out requirements for the content of product formula data and evidential documents of the production and marketing in manufacturing country (region) and concrete information which should be contained in the quality and safety control requirements. 

The regulation consists of 29 articles and 8 annexes.
