To further standardize the technical review of administrative licensing for cosmetics and guarantee the openness, fairness and justice of administrative licensing, the State Food and Drug Administration (SFDA) formulated and issued the Key Points for Technical Review of Cosmetics as well as its supporting document, the Guide for Technical Review of Cosmetics.
They are applicable to the technical review performed by the Center for Health Food Evaluation under SFDA on special use cosmetics that apply for administrative license for the first time, which set out general technical requirements for application dossiers, product safety control, labels, etc, and criteria for experts to determine whether a product can get approval or not.
The technical review work shall be in consistent with Regulations Concerning the Hygiene Supervision over Cosmetics and be conducted according to the principles of risk assessment.
