This standard is applicable to all the cosmetics placed on the market within territory of China and stipulates hygiene requirements for cosmetic ingredients and finished products. It comprises five parts: the first part is General Principle, which mainly describes requirements for cosmetics (including cosmetic ingredients and finished products) and for packaging and contains 8 lists concerning hazardous substances, banned and limited substances, limited preservatives, sun-screening agents, coloring agents and provisionally allowable hair dyes. The second to fifth parts focus on test methods, consisting of Methods of Toxicological Test, Methods of Hygienic Chemical Test, Methods of Microbiological Test, Methods of Safety and Efficacy Evaluation in Human Body.
