On July 1, 2024, TFDA approved the immediate repeal of four regulations on specific purpose cosmetics, to align with the cancellation of specific purpose cosmetics category. The repealed regulations include Regulations for Issuance of Permit License of Specific Purpose Cosmetics, Regulation for Authorizing the Applications of Import of Non-licensed Specific Purpose Cosmetics, Import Limits for Personal Use Specific Purpose Cosmetics Exempted from Inspection and Registration, and Particulars of Specific Purpose Cosmetics that May Be Voluntarily Modified.

On June 28, 2024, TFDA published the finalized Cosmetic Categories for Which Manufacturing Premises Shall Comply with Cosmetics Good Manufacturing Practice Regulations, aiming to replace Cosmetic Categories That Shall Comply with Cosmetics Good Manufacturing Practice Regulations. In line with the discontinuation of the specific purpose cosmetics category from July 1, 2024, the new regulation revises the terminology used in it, and clarifies its applicable scope.

EU to Ban 21 CMR Substances in Cosmetics from September 2025

On June 24, 2024, EU notified WTO of a draft proposing amendments to the prohibited and restricted ingredients lists of Regulation (EC) No 1223/2009 in response to newly classified CMR substances in Commission Delegated Regulation (EU) 2024/197. The draft is currently open for comments until August 23, 2024, and scheduled to take effect on September 1, 2025.

[Updated] Taiwan to Restructure Cosmetic Ingredient Lists, Effective July 1, 2024

On May 30, 2024, TFDA finalized its plan to adjust the current cosmetic ingredient lists, which will take effect on July 1, 2024. The adopted amendments mainly include abolishing the current List of Specific Purpose Ingredients in Cosmetic Products, and the List of Antibacterial Ingredients Allowed in Cosmetic Products, newly establishing the List of UV Filters in Cosmetic Products, as well as adding 122 ingredients to, revising 31 ingredients in, and deleting 2 ingredients from the List of Ingredients Restricted in Cosmetic Products.

Philippines Develops Guidelines on Cosmetics Refilling Licensing

On May 21, 2024, the Philippines FDA published the Guidelines on the Licensing of Establishments Engaged in Refilling Activity of Certain Cosmetics and Household/Urban Hazardous Substances (HUHS) Products. Through the Guidelines, the Philippines FDA introduces general requirements for cosmetics refilling, and primary obligations for cosmetic refillers.

[Updated] EU Finalizes Amendments to Use Restrictions on D4, D5, D6 in Cosmetics

On May 17, 2024, EU published the Commission Regulation (EU) 2024/1328 in its Official Journal, further restricting the use of D4, D5, and D6 in cosmetics as well as other consumer and professional products. This regulation will become effective on June 6, 2024.
