The Middle East region—including the Gulf Cooperation Council (GCC) countries (United Arab Emirates, Saudi Arabia, Kuwait, Qatar, Bahrain, and Oman)—represents one of the fastest-growing and most dynamic beauty markets globally. With a young population, rising purchasing power, and a strong demand for premium and imported cosmetics, the region is becoming a strategic destination for global brands.

Saudi Arabia, as the largest economy in the Gulf, and the UAE, with Dubai as a commercial and logistics hub, are leading regulatory modernization through digital systems and stricter compliance frameworks. Platforms such as eCosma (SFDA - Saudi Arabia) and Montaji (Dubai Municipality - UAE) require structured registration processes, specific technical documentation, and the presence of a local authorized representative.

Other Gulf markets like Qatar and Oman are also reinforcing regulatory controls, often requiring harmonized documentation and, in some cases, Halal certification.

While Türkiye is not part of the GCC, it plays a key strategic role as a bridge between Europe, Asia, and the Middle East. Its regulatory framework is based on EU Regulation 1223/2009, with local adaptations, positioning the country as a manufacturing and export hub for companies targeting the Middle Eastern market.
