Background

The Regulation (EC) No 1223/2009 (the Cosmetics Regulation) forms the cornerstone of the EU's cosmetics regulatory framework. It establishes a comprehensive system designed to ensure product safety through clearly defined responsibilities, robust safety assessments, and transparent communication to consumers. Although the Cosmetics Regulation is directly applicable across all EU Member States, national authorities may adopt additional measures or practices that influence how compliance is interpreted or implemented in their markets. Understanding these nuances is key to ensuring both regulatory consistency and smooth market access across the region.

This webinar provides a practical overview of the EU Cosmetics Regulation, and explores how its implementation may differ at the national level. Through real examples from key Member States, participants will gain insights into common areas of divergence, practical compliance challenges, and effective strategies for managing multi-market obligations.
