Data compiled on January 21st, 2015 revealed that the number of the enterprises granted a cosmetics production license certificate was 3880, and the number of individual licensed cosmetic products was 275,127. After 3-year study and internal discussion, as well as the 8-month public consultation, the "Guidance on Application and Review of Children's Cosmetics" was finally released by the CFDA (China Food and Drug Administration) in October, 2012 and came into effect since February 1st this year. Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
