Indonesia Released BPOM Strategic Plan for 2020-2024

Indonesian BPOM expects to achieve 82% cosmetics meeting the safety and quality requirements, 84% cosmetic enterprises with compliant facilities, 89% cosmetics with GMP certificates, 66% compliant cosmetics advertisements, and 81% MSMEs meeting safety and quality standards target cosmetics, traditional medicines and food production by 2024. To achieve these goals, BPOM clarifies the policy directions and legislation plan in the next five years.

Drug and Food: In Indonesia, the term "Drug and Food" consists of drugs, drug ingredients, narcotics, psychotropic substances, precursors, addictive substances, traditional medicines, health supplements, cosmetics, and processed food.

In May 2020, Indonesia released the BPOM Strategic Plan for the 2020-2024 period [1]. The Strategic Plan reviews the supervision situation in the drug and food industry from 2015 to 2019. It also revealed the supervision plan for drug and food in the next five years, including BPOM's vision, mission, goals, objectives, strategies, and policies, programs, and activities. Contents related to cosmetics are as follows.

Inadequate drug and food surveillance systems have become an essential focus in Indonesia National Medium-Term Development Plan 2020-2024. By 2024, BPOM targets and indicators in cosmetics supervision are:

BPOM Policy Direction

1. Increase understanding, awareness, and community participation in drug and food supervision.

2. Strengthen the capacity of BPOM human resource management, the quality of laboratory testing, policy analysis/studies, and the use of information technology in drug and food surveillance.

3. Increase the regulatory assistance and assistance to business actors, including micro, small, and medium enterprises (MSMEs), to increase the safety and quality of drugs and food.

4. Increase the effectiveness and efficiency of pre-market and post-market supervision, including improving the quality of public services. Pre-market and post-market supervision include:

  • Drug and food standardization, including the formulation of regulations as a preventive measure for supervision and to encourage the creation of eligible drug and food products

  • Drug and food registration/notification

  • Inspection of facilities and products

  • Laboratory testing

  • Law enforcement

5. Strengthen coordination of drug and food supervision throughout the supply chain and improve the quality of follow-up results of joint supervision across related sectors.

6. Strengthen drug and food crime enforcement, including increasing the scope and quality of investigations.

7. Increase performance accountability and institutional quality of drug and food control.

Legislation Plan

Regulations required to support the implementation of the Strategic Plan include:

1. Draft Law on Drug and Food Control, which has been included in the 2020-2024 National Legislation Program and the 2020 Annual Priority National Legislation Program.

2. Implement regulations related to drug and food supervision, which are Laws, Government Regulations, and the Presidential Regulations. Regulations related to cosmetics are listed in the following table.
