On July 29, Korea MFDS released amendments to “Enforcement Rules of Cosmetics Act” to further specify the new requirements for recall in the Cosmetics Act released in January. The MFDS added standards and detailed requirements for recall, disposal and release of potentially harmful cosmetics including the requirements for designing a recall plan, result reporting, recall methodology and procedures, punishments, information dissemination and the standards for applying related punitive measures. The conditions for exemptions from administrative punishment for manufacturers and sellers who self-regulate by autonomously issue recalls or implement all recall measures honestly are also mentioned in the amendments.
Considering that spray-type sunscreen products pose inhalation safety risks, the MFDS also require these products to be labeled with the warning “please do not spray directly on face. Spray into hands and apply to face.”
