On 21 Apr 2014, KFDA issued a pre-announcement on amendment to the Cosmetics Act. A series of modifications have been proposed, primarily to alter the definition of cosmetics, functional cosmetics and hazardous cosmetics (referring to cosmetics that pose potential hazard to human health). The announcement is open for public consultation until 2nd of June.
The scope of application for cosmetics is further expanded from skin and hair to skin, hair, teeth and oral mucosa. This necessary amendment will bring Korean cosmetic regulations in line with International standards.
The definition of functional cosmetics will also been changed and their scope will be determined in an upcoming presidential decree . Exported products are to be exempted from functional-cosmetics-related checks so as to avoid time delays and extra charges during exportation.
Under the new regulations all hazardous cosmetics will be unequivocally banned .
