On March 29, 2024, China National Institutes for Food and Drug Control (NIFDC) unveiled two draft guidance documents aimed at enhancing cosmetics safety assessment procedures. These documents, namely the Guidelines for Submission of Cosmetics Safety Assessment Dossiers (Draft for Comments) (the Submission Guidelines) and the Technical Guidelines for Identification and Assessment of Cosmetic Risk Substances (Draft for Comments) (the Technical Guidelines for Risk Substances), are currently open for public feedback until April 8, 2024. Interested parties are encouraged to submit their comments to [email protected] before the deadline.

The main text of the Submission Guidelines includes an overview, scope of application, classification of cosmetics based on risk levels, and classification of situations for submitting safety assessment materials. The attachments include "Key Points for Self-Inspection of Cosmetics Safety Assessment Reports" and "Safety Assessment Conclusions".
