On March 27, 2025, the China National Institutes for Food and Drug Control (NIFDC) released a Technical Guidelines for Updating Notification Information of New Cosmetic Ingredients (Draft for Comments) for public consultation. On December 15, 2025, NIFDC published the finalized technical guideline and together with accompanying FAQs.

The Guideline is designed to clarify the technical requirements for updating notification information regarding new cosmetic ingredients (NCI) before they are incorporated into the Inventory of Existing Cosmetic Ingredients in China (IECIC). It sets out the general principles and specific technical requirements for various types of information updates during the safety monitoring period.
