Skin whitening cosmetics are one of the key categories of special cosmetics subject to registration in China. According to the 2025 Cosmetic Review Report published by the National Institutes for Food and Drug Control (NIFDC), skin whitening products (including those with only physical covering effects) accounted for 43.4% of all products undergoing registration review. With growing market demand for these products, regulatory authorities have maintained close scrutiny over product-specific requirements, including efficacy claim substantiation, ingredient mechanisms of action, safety assessments, and label compliance.
This article reviews the registration process for skin whitening cosmetics, discusses common registration challenges, and highlights key compliance considerations to help companies navigate product development and registration submission more effectively.
Scope of Skin Whitening Cosmetics
According to the Cosmetic Classification Rules and Catalogs, cosmetics claiming skin whitening efficacy are defined as those that help reduce or slow down skin pigmentation to achieve skin whitening or brightening effects, or achieve such effects through physical coverage. This category also includes products claiming to improve acne marks caused by pigment deposition.
It should be noted that claims such as brightening skin tone, improving dullness, or enhancing radiance do not automatically qualify a product as a skin whitening cosmetic. The Technical Guidelines for Special Cosmetics with Freckle-removing and Whitening Efficacy (Draft) clarifies that products whose effects are achieved solely through mechanisms such as improved skin hydration, cleansing, or exfoliation, which increase skin brightness or accelerate stratum corneum turnover, differ from skin whitening cosmetics in their primary mechanisms of action and are not included in this category. In addition, products containing only UV filters and no skin whitening agents are not classified as skin whitening cosmetics. Such products may claim to help reduce sun-induced skin darkening and pigmentation, but are not permitted to make direct claims regarding skin whitening efficacy.
