The global cosmetic industry saw notable regulatory developments in 2025, with changes impacting product design, marketing, and compliance across multiple regions. In China, a two-tier inventory system with a dynamic adjustment mechanism was established for ingredient supervision, alongside revisions to cosmetics standards and testing methods. Across the broader Asia-Pacific region, amendments to the ASEAN Cosmetic Directive (ACD) improved ingredient safety oversight, with additional updates adopted by member states, including Indonesia, Malaysia, Vietnam, and Thailand. In Europe, cosmetic ingredient lists were revised, and a proposal was issued to amend specific provisions of Regulation (EC) No 1223/2009. Several regulatory changes were also rolled out in 2025 by the US, Canada, and Brazil.
