The landscape of global cosmetic regulations continues to evolve, especially the ingredient inventory, significantly impacting market dynamics and compliance strategies. Knowing these updates is crucial for cosmetic companies targeting global markets.
In Asia-Pacific, China National Institutes for Food and Drug Control (NIFDC) consulted on the Index of Cosmetics Safety Assessment Data from Authoritative Organizations and Ingredient Usage Information of Marketed Products and released the finalized version in April. South Korea Ministry of Food and Drug Safety banned THB in cosmetics, and planned to enhance the management of UV filters, D4, D5. Japan Ministry of Health, Labour and Welfare (MHLW) released a proposal for Japanese Standards of Quasi-drug Ingredients 2021, which covers test method, standard solutions, and standard samples. In terms of ASEAN, during the 39th ASEAN Cosmetic Scientific Body (ACSB) Meeting, the authorities reviesed 15 ingredients and added 1 ingredient in the ASEAN Cosmetic Directive (ACD)’s Ingredient Annexes.
In Europe, EU Scientific Committee on Consumer Safety issued lots of updates on cosmetic ingredients in 2024. EU SCCS has released final opinions about several substances, including Acetylated Vetiver Oil, Hexyl Salicylate, Biphenyl-2-ol, Sodium 2-biphenylolate, and HC Yellow No. 16, etc. EU also implemented a union-wide ban on PFHxA in cosmetics, and planed to ban 21 CMR Substances and to restrict the usage of D4, D5, and D6 in cosmetics.
