The regulatory landscape for new cosmetic ingredients (NCIs) in China has undergone significant changes with the implementation of various regulations in 2021, such as the Administrative Measures on Cosmetics Registration and Notification and the Provisions for Management of New Cosmetic Ingredient Registration and Notification Dossiers. These changes have addressed the previous challenges of a difficult, expensive, and time-consuming registration process for NCIs, while also introducing a "3-year safety monitoring period" to ensure a protection period for these ingredients in the Chinese market. As of May 31, 2023, a total of 69 NCIs have successfully completed the notification process, signifying a significant acceleration in NCIs’ listing process and enhanced opportunities for cosmetics ingredient enterprises aspiring to enter the lucrative Chinese market.
