Overview of the Canadian Regulatory Framework for Cosmetics

Background

The cosmetics market in Canada generated increasing revenues over the past years and is expected to grow to roughly 1.8 billion U.S. dollars by 2026. All cosmetics sold in Canada must be safe to use and must not pose any health risk. According to the Food and Drugs Act and the Cosmetic Regulations, cosmetic manufacturer and importer must provide a list of the product's ingredients, and notify Health Canada that they are selling the product. Failure to notify may result in a product being denied entry into Canada or removed from sale.

In addition, all cosmetics must follow the requirements outlined in the Consumer Packaging and Labelling Act and its associated regulations. Any chemicals found in cosmetics may be subject to the Canadian Environmental Protection Act.

In this webinar, Health Canada, the cosmetic competent authority, will explain the cosmetic regulatory framework, compliance requirements, ingredient use requirements, future regulatory plan, etc. and finally provide references and guidance for the industry.

    Kyle joined Health Canada’s Consumer and Hazardous Products Safety Directorate (CHPSD) in 2019 and is currently a Compliance and Enforcement Officer in the Compliance and Enforcement Division of CHPSD where he works predominantly on the cosmetics file. Prior to that, Kyle worked as a Regulatory Policy and Risk Management Officer in the Cosmetics Unit in the Risk Management Strategies Division at CHPSD. He has a B.Sc. in Biochemistry and B.ASc. in Chemical Engineering from the University of Ottawa.
  • Senior Regulatory Policy and Risk Management Advisor
    Magdalena Jurkiewicz is a Senior Regulatory Policy and Risk Management Advisor within Health Canada's Consumer and Hazardous Products Safety Directorate (CHPSD) since 2013. Prior to that she held other regulatory positions within Health Canada’s portfolio. She holds a Master of Science in Chemistry option of biochemistry from Université du Québec à Montréal and a Bachelor of Science from McGill University in Montréal.
  • Head of the Cosmetics Unit
    Tamara joined Health Canada's Consumer and Hazardous Products Safety Directorate (CHPSD) in 2010 and is currently the Head of the Cosmetics Unit (operations) in the Risk Management Strategies Division at CHPSD. Prior to that, Tamara worked in the Compliance and Enforcement Division at CHPSD as an Advisor for consumer products and cosmetics. She has a MSc. in Public Health from the London School of Hygiene & Tropical Medicine at the University of London and B.Sc. in Biopharmaceutical Science and in Biology from the University of Ottawa.
