CFDA Release Long-awaited “Guidance for Cosmetic Safety Risk Assessment” for Public Consultation

A landmark “Guidance for Cosmetic Safety Risk Assessment” was released for public consultation by the Drug and Cosmetic Division of CFDA on 10 November. The guidance provides for the first time a full and complete technical standard on risk assessment of cosmetics in China. The consultation period (during which public feedback is accepted) will end on the 10th of December 2015.

Guangdong Entry-Exit Inspection and Quarantine Bureau to Establish a Traceability Platform for Cross-border E-commerce

On November 5th 2015, Guangdong Entry-Exit Inspection and Quarantine Bureau held a press conference about innovation of inspection and quarantine systems at Nansha harbor in Guangzhou. Guangdong Entry-Exit Inspection and Quarantine Bureau announced that in order to guarantee consumers’ interests a traceability platform for cross-border e-commerce is going to be established.

New Pilot Stations Launched for Monitoring Cosmetic Adverse Reaction

The local FDA in Zhuzhou city of Hunan Province has recently launched a pilot program involving the operation of stations specifically designated to monitor adverse reaction from cosmetics circulating in the market. The dermatological departments of both the City Traditional Chinese Medicine Hospital and City Central Hospital are the first from the Hunan Province public sectors to be assigned to carry out the adverse reaction monitoring work.

Lax Regulation Needs Revamp to Combat Child Cosmetic Issues

Problematic child cosmetics have become an increasingly worrying issue in China in recent years. Lately, a spot check to 123 batches of cosmetics by Yangzhou FDA in Jiangsu Province revealed an alarming 12.5% of child cosmetics failed in a number of tests.

Zhejiang CIQ Blocks Spanish Cosmetics

Zhejiang CIQ recently detained and expelled at its Wenzhou administration zone 72,000 Euros worth of cosmetics from Spain, due to incompliance with relevant Chinese standards. This is first time cosmetics were found below Chinese standard at Wenzhou port.

China Needs to Improve Imported Cosmetics Regulations and Standards

From January to July, China imported 41 thousand tons of cosmetic products worth 1 billion 674 million US dollars. The increased influx of imported cosmetics is stretching the supervisory and enforcement capacities of both AQSIQ and CFDA to effectively police China’s cosmetic markets.

Thailand FDA to Reinforce Cosmetic Advertisement Regulation

Thailand FDA is currently drafting a regulation to identify prohibited messages in cosmetic advertisements and is going to give harsher punishment to violators. The finer points of the regulation are currently being considered by the FDA cosmetics committee and new guidelines are expected to be completed this year.

New CFDA Rule to Improve Cosmetic Sampling Inspection

CFDA has published a notice to seek public consultation for its newly drafted “Technical Standard of Sampling Inspection of Cosmetic Supervision” and “Cosmetic Sampling Documentation” on 21 October, aimed at further improving the quality of sampling inspection of cosmetics. The consultation will close on 10 November.

Expert Guidance on Technical Review of Special-use Cosmetics

Technical review is an essential phase in the notification of special-use cosmetics under the current certification system--“Administrative Permit”. The review is carried out by an expert committee summoned by CFDA that constitutes four panels of experts, known as formula unit, toxicological unit, label unit and hygiene & chemical unit respectively and with a sole purpose of preventing any threat to human safety from cosmetics.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
