The local FDA in Zhuzhou city of Hunan Province has recently launched a pilot program involving the operation of stations specifically designated to monitor adverse reaction from cosmetics circulating in the market. The dermatological departments of both the City Traditional Chinese Medicine Hospital and City Central Hospital are the first from the Hunan Province public sectors to be assigned to carry out the adverse reaction monitoring work.

Citizens are urged to seek timely medical assistance in these pilot stations should any skin issues occur and suspected to be as a result of cosmetic usage. After providing necessary medical support for patient the stations will proceed with subsequent epidemiological monitoring of the adverse reactions and report findings to higher authorities and testing institutes, as part of a coordinated effort to conduct cosmetic adverse reaction investigation with relevant supervisory bodies and testing institutes. In its notice addressing cosmetic adverse reaction, the FDA also highlights the role of the consumer complaint hotline and reminds consumers to keep the inner/outer package and voucher of the cosmetics to simplify subsequent legal actions.

As an integral part of an efficient cosmetic regulatory system , adverse reaction monitoring works to pinpoint and track problem cosmetics associated with adverse reaction—systems which are well developed in western countries but remain in their infancy in China. With the cosmetic market continuing to thrive, consumers are in desperate need of such a platform to champion their interests and swiftly remove and recall problematic cosmetics.
