Philippines Cracks Down on Lead of Violative Levels in Cosmetics

Recently, Philippines Regional Field Office-National Capital Region (RFO-NCR) tested all unnotified cosmetic products for the mercury, lead and arsenic as part of the post marketing surveillance. 4 cosmetic products were detected with high levels of lead content beyond 20 ppm limit. This acceptable limit is set by the ASEAN Cosmetic Directives (ACD) that all cosmetic products in Philippines shall comply with.

Malaysia Bans 3 Cosmetic Products Containing Hydroquinone and Mercury

Three cosmetic products were found to contain the scheduled poison hydroquinone and heavy metal mercury by Malaysia National Pharmaceutical Control Bureau (NPCB) and are no longer allowed to be sold in Malaysia.

Korea Implements Amendments to Three Major Cosmetic Regulations

Korea’s Ministry of Food and Drug Safety (MFDS) recently implemented a series of amendments to three major regulations, namely “Requirements for Exemption from Quality Inspection of Imported cosmetics”, “Standards for Manufacture and Quality Control of Excellent Cosmetics” and “Enforcement Rules of the Cosmetic Act”. All manufacturers and importers in Korea are required to comply with these new amendments.

Malaysia Targets Cosmetic Product Containing Scheduled Poison

CFDA Consults on Draft Regulations concerning the Supervision and Administration of Cosmetics

In the second half of 2013, CFDA began reforms of Regulations concerning the Hygiene Supervision over Cosmetics in order to further standardize the production and operation of cosmetics, reinforce the supervision and administration of cosmetics, ensure the quality of cosmetics and safety and safeguard consumers’ health. On November 8 2014, CFDA started to solicit public opinion on the revised version, renamed Regulations concerning the Supervision and Administration over Cosmetics. The regulation gives clear provisions for filing or registration of cosmetic ingredients and products, production of cosmetics, labeling and advertisement as well as supervision over cosmetics throughout the supply chain. Once this regulation comes into effect, the Regulations concerning the Hygiene Supervision over Cosmetics shall be repealed simultaneously.

CFDA Uncovers 6 Cosmetic Products Containing Prohibited Substances

On 24 Jun 2014, CFDA released the result of a national random sampling campagin of cosmetics used in acne treatment, whitening and freckle-removing. 6 kinds of products were found to contain antibiotics (mainly metronidazole and chloramphenicol) that are prohibited according to the Hygienic Standard for Cosmetics 2007.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
