China Consults on Technical Guidelines for Children Cosmetics: Stricter Ingredient Use and Labeling Requirements

The Guidelines is formulated to provide technical guidance for the registrant, notifier, and Chinese domestic responsible person when applying for registration and notification, as well as provide the basis for the competent authorities' technical review and post-notification review; The Guidelines clarifies the specific requirements for safety assessment, products designed for the Chinese market, children sunscreens; more stringent requirements for ingredient use, labeling, and claims, etc.

China NIFDC Consults on Limitation of Benzene in Cosmetics

To strengthen the management of safety risk substances in cosmetics, on Mar. 10, 2022, China National Institutes for Food and Drug Control (NIFDC) released an announcement seeking public comments on benzene (CAS No. 71-43-2) limitation requirements. According to the risk assessment results, the limit of benzene in cosmetics is proposed to be 2mg/kg. Stakeholders can send suggestions to hzpbwh@nifdc.org.cn before Mar. 31, 2022.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods. It is revised aperiodically in response to changing trade practices in the industry. China is planning to issue a new version of STSC.
