China’s cosmetic industry has undergone rapid development and growth over the last several years. The “Cosmetic Hygiene Standard” published in 2007 was China’s first major undertaking to improve its cosmetics regulatory system. The standard is currently undergoing revision, renamed as the “Cosmetic Safety Technical Standard.”
According to industry feedback, the first cosmetic standard lacked sufficient practical guidance and compliance instructions regarding new cosmetic ingredient and product safety requirements prompting the standards current revision. Further clarifications regarding inspection, testing and assessment method were demanded by relevant stakeholders.
To make the standard align with the technical advancements made by global and domestic industry the government has made considerable efforts over the last several years to revise the document. The current draft version is seen by most as a significant improvement, particularly in a number of key areas, including concepts, terminology and definitions.
Despite growing evidence that shows that China’s cosmetic industry has been the subject of heightened regulatory attention in recent years, the efficiency of the whole regime has only slightly improved. Meanwhile, contentious issues relating to inspection and testing methods continue to overshadow meaningful progress.
