Indonesia Adds Prohibited and Permitted Cosmetic Types for Manufacturers with Class B Production Licenses

Several types of cosmetics that are prohibited or permitted to be manufactured by manufacturers with class B production licenses are newly added.

Background

In Indonesia, all cosmetic manufacturers must obtain a production license before manufacturing cosmetics. Production licenses are divided into two categories by cosmetic forms and types:

Class A Production License grants rights to manufacture all forms and types of cosmetics.

Class B Production License grants restricted rights which are confined to the manufacture of certain forms and types of cosmetics with low risks or are made with simple technologies. List of Forms and Types of Cosmetics Allowed for Production by Manufacturers with Class B Production Licenses regulates the prohibited and permitted cosmetic types manufactured by manufacturers with class B production licenses.

If manufacturers with class B production licenses want to manufacture cosmetics which are neither a prohibited product category and are not listed in the permitted cosmetic types for class B production license, the manufacturers should submit a safety assessment report before manufacture.

On Feb. 26, 2021, Indonesia implemented the amended List of Forms and Types of Cosmetics Allowed for Production by Manufacturers with Class B Production Licenses. 1 Several types of cosmetics that are prohibited or permitted to be manufactured by manufacturers with class B production licenses are newly added.

Main Amendments

1. Several types of cosmetics prohibited from being manufactured by manufacturers with class B production licenses are added. The prohibited cosmetic types are:

  • Cosmetics used for babies;

  • Cosmetics used around the eyes, oral cavity, and / or other mucous membranes;

  • Cosmetics contain functional ingredients such as anti-acne, skin whitening, sunscreen, chemical peeling, hair dyeing agents;

  • Cosmetics that require complicated technologies during the manufacturing process, such as aerosols and compact powders.

2. Several types of cosmetics that are permitted to be manufactured by manufacturers with class B production licenses are added. The newly-added permitted cosmetic types are listed in the table.

2. Half solid (cream, gel, pomade)

  • Day cream

  • Moisturizer

  • Skin, body, or hand care

  • Facial mask

  • Peeling

  • Hair styling

  • Hair dressing

  • Hair conditioner

  • Shampoo

  • Facial cleanser

  • Bath soap

  • Deodorant

  • Massage gel

  • Other bath preparations (hand soap)

3. Powder (powder, scrub, mangir, bath salts)

  • Facial mask

  • Cold powder

  • Face powder

  • Foot care powder

  • Bath salts

4. Solid (bar soap, shampoo bars, deodorant stick, spices, cold powder)

  • Deodorant

  • Bath foam

  • Hair & body wash

  • Facial cleanser

  • Moisturizer

  • Body fragrance
