CFDA Uncovers 8 Batches of Unqualified Facial Masks

A number of cosmetic companies in China are at the center of an ongoing regulatory probe conducted by the General Office of the CFDA as announced on 31 July in “Notification of Eight Batches of Unqualified Facial Mask Cosmetics”. The Shanghai and Guangdong FDA were summoned by CFDA to mobilize local enforcement resources and launch an immediate and thorough inspection over the specific batches, numbers and sales channels of the targeted products.

The Shanghai and Guangdong FDA were summoned by CFDA to mobilize local enforcement resources and launch an immediate and thorough inspection over the specific batches, numbers and sales channels of the targeted products. The six companies in question include:

LongYoung Daily Chemical (Shanghai) Co. Ltd.

Shanghai Zhenmei High-Tech Development Co. Ltd.

Guangzhou AoGu Biotech Co. Ltd

Guangzhou Tianzili Cosmetic Co. Ltd,

Guangzhou Meilianbao Cosmetic Factory of Baiyun District

Sino-German venture -- Zhaoqing Qingxiu Daily-Use Cosmetics Co., Ltd.

All these companies have been ordered to suspend production until further notice. The inspection will be concluded before 20 August and the results will be dispatched to the Drug and Cosmetic Supervision Division of the CFDA. In the meantime a rigorous report must be compiled covering all the relevant facts and statistics and sent to any other local FDA affected. In addition to a product recall, the notification also promises that swift rectifications and punitive measures will be handed out on those found guilty of knowingly selling substandard or unqualified products.

China has been stepping up its oversight on cosmetics in recent years against the backdrop of economic and structural reforms, which have prompted the implementation of scores of measures and notifications, clamping down, in particular, on fake and unqualified cosmetics. As unequivocally stressed in the “Notification”, all local FDA must fundamentally strengthen their inspection and supervision on cosmetic producers and distributors, leaving no possibility that sale of unqualified or counterfeited go unnoticed by CFDA. Deepening scrutiny of the whole supply chain means that inspectors must work hand-in-hand with local public security bureaus as mentioned in the “Notification.”
