China to Assess Ten Potential High Risk Cosmetic Ingredients

On Feb 24 2016, National Institutes for Food and Drug Control released a notice that Cosmetic Safety Risk Assessment Special Committee is encouraging cosmetic manufacturers and research institutions to submit the usage documents of the following 10 cosmetic ingredients:

The Committee is composed of about 35 specialists from different institutions such as testing institutions, well-known universities, etc. The committee is taking responsibility to provide technical consultation and policy advice regarding cosmetic supervision work to the CFDA, reviewing cosmetic safety risk assessment reports, tracking and researching the safety of domestic and imported cosmetics and developing international exchanges and cooperation.

According to our inside information, all the ingredients in the IECIC will be assessed and managed according to their risk. Martin Hu, Technical Manager at Cosmetic Division of Reach24h estimates that the 10 ingredients are likely to have been defined as potential high risk ingredients. They may be added to the list of restricted ingredients after being researched by the Committee.

Required Usage Documents

1. Basic usage information of cosmetic ingredients

Basic information: Chinese name, INCI name/ English name and the purity grade/purity range of the ingredient purchased
Usage information: annual amount of use in the company the and usage in a product
Product information: product name using the ingredient, number of product categories, license or filing number and the copy of the license or filing certificate.

2. Cosmetic ingredient safety assessment documents
