China to Bring Cosmetic Finished Products into New Chemical Substance Registration Framework
On June 11, 2026, China's Ministry of Ecology and Environment (MEE) initiated a public consultation on a draft revision to the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12). The draft introduces a major overhaul of the existing registration framework under MEE Order No. 12, with significant implications for chemical manufacturers and downstream industries. For the cosmetics industry, it expands the scope of regulatory control from cosmetic ingredients to finished products. Consequently, cosmetic manufacturers and importers may be required to check formulations against the Inventory of Existing Chemical Substances in China (IECSC), comply with applicable registration obligations, and enhance downstream compliance obligations.

South Korea MFDS Issues Cosmetic Safety Assessment Guideline
On June 10, 2026, the South Korean Ministry of Food and Drug Safety (MFDS) released the Guidelines for Preparing Cosmetic Safety Assessment Data. This non-binding guide aims to help the industry prepare for the mandatory cosmetic safety assessment system, which will be introduced in stages starting from 2028, aligning South Korea's regulations with international standards.

On June 22, 2026, the Singapore Health Sciences Authority (HSA) issued the updated ingredient annexes approved during the 43rd ASEAN Cosmetic Scientific Body (ACSB) and ASEAN Cosmetic Committee (ACC) meeting. During the meetings, amendments were made regarding the ingredient annexes II, III, IV, and VI.

b. Annex III: List of Restricted Ingredients: 2 Revised and 2 Added
c. Annex IV: List of Colouring Agents: 1 Revised

The Philippines
Philippines FDA Releases Updated Ingredient Lists of ASEAN Cosmetic Directive
On June 23, 2026, the Philippines Food and Drug Administration (FDA) released updated ingredient annexes to the ASEAN Cosmetic Directive (ACD), which incorporated changes adopted at the 43rd ASEAN Cosmetic Scientific Body (ACSB) meeting. Compared with the ingredient annexes issued following the 42nd ACSB meeting, the main amendments are as follows:
Annex II: addition of 4 prohibited ingredients, revision of 2 existing prohibited ingredients, and deletion of 1 prohibited ingredient;
Annex III: addition of 2 restricted ingredients, and revision of 2 restricted ingredients;
Annex IV: revision of 1 permitted colorant;
Annex VI: deletion of 2 permitted preservatives.

Thailand Updates List of Prohibited Cosmetic Ingredients with 24 Additions and 3 Revisions
On June 12, 2026, Thailand's Ministry of Public Health published an amendment in the Royal Gazette updating the list of substances prohibited for use in cosmetic products. The revision adds 24 new prohibited substances and revises the entries for 2-ethylhexanoic acid, theophylline, and octamethylcyclotetrasiloxane (D4). The updated D4 entry allows impurity levels in raw materials or cosmetic products up to 0.1%. The notification took effect on June 13, 2026.

Indonesia Releases Draft Guidelines for Halal Cosmetics Compliance
On June 3, 2026, Indonesia notified the World Trade Organization (WTO) of the release of the Draft BPJPH Decree Concerning Guidelines for the Implementation of the Halal Assurance System for Cosmetics. The draft sets out detailed halal certification requirements for cosmetics, including halal assurance system management, ingredient restrictions, production process controls, labeling, traceability, audits, and critical control points, and the public comment period ends on August 2, 2026.

CDSCO Issues Compliance Reminder for Hair Color Cosmetics

On June 17, 2026, the EU Council and the European Parliament reached a provisional agreement on simplifying requirements for certain chemical products. In terms of cosmetics, the agreed simplifications cover the transitional periods for the phase-out of carcinogenic, mutagenic or reprotoxic (CMR) substances and the use of alternative substances, as well as the pre-market notification requirements for products containing nanomaterials.

U.S. FDA Approves Bemotrizinol as New OTC Sunscreen Active Ingredient
On June 10, 2026, the U.S. Food and Drug Administration (FDA) issued Final Administrative Order OTC000039, amending OTC Monograph M020 for over-the-counter sunscreen drug products to add bemotrizinol as a permitted active ingredient. The final order will take effect on August 9, 2026, and authorizes bemotrizinol for use in sunscreens at concentrations of up to 6% for adults and children aged six months and older, subject to the conditions set out in the order.

One notice establishes immediate, legally binding conditions on the use of castor oil, monomaleate, which came into force on June 10, 2026. The other proposes to regulate three substances in the Alkanolamines and Fatty Alkanolamides group used in cosmetics—including TEA, LDE, and CDE—by setting concentration thresholds that would trigger a pre-market notification requirement for new activities. The public comment period for this proposal is open until August 27, 2026.
Brazil
Brazil Updates Cosmetic Ingredient Lists Following Mercosur Revisions
On June 15, 2026, Brazil published Resolution RDC No. 1029/2026 and Resolution RDC No. 1030/2026, updating the lists of restricted and prohibited ingredients for cosmetic products. The resolutions transpose relevant Mercosur measures into the national regulatory framework and entered into force immediately upon publication. Key amendments include:
1) List of Prohibited Ingredients: 13 additions, 4 revisions, and 4 deletions;
2) List of Restricted Ingredients: expansion to 194 numbered entries, with updates to use conditions and identification information of existing entries.
