Takehome:
China General Administration of Customs repealed the customs clearance certificate requirements for import and export goods from June 1, 2018.
After repealing the customs clearance certificate requirements, enterprise only need to declare goods at the customs, which can save at least one day customs clearance time.
In the past, if an enterprise imported goods which were in the list of statutory inspection and quarantine items, it must have a customs clearance certificate issued by the original Entry-exit Inspection and Quarantine Bureau. The main purpose is to prevent and crack down on inspection evasion. After recent institutional reform, responsibilities previously designated to AQSIQ and provincial CIQ departments have been absorbed by Customs. It is now no longer necessary to provide cross-departmental certificates. Repealing customs clearance certificates requirements can further shorten the overall customs clearance time, reduce the cost to enterprises and facilitate trade.
